Tianjin Urban Water Price And Its Promoting Effect On Water Saving

The development of water supply in the city is closely related to people’s dailylives and it is also an important component for the function completion of each city.Because the water supply in the city combines the characteristic together, in terms of,the scarcity of resources, the natural monopoly and the public utilities, so in China weapply the water supply price regulation strictly. As the development of economy andsociety, the plan of water supply in the cities become inadaptable, revolution will beneeded urgently to solve the problems.Tianjin city is lacking of water resource seriously, and becomes one of theprovinces which has the least water resources all around China. In recent years, thewater supply enterprises in Tianjin city has experienced&transited from quantity&quality improvement to safety and reliability improvement; from basic needs meetingoriented, to security, god service providing&customer oriented, the water supplyindustry has been entered into a sustainable development track. For the water supplyindustry in the city, the products have the characteristics of commodity, the publicnecessities, and also close related with the restriction of water resources andenvironmental protection, at the same time, natural monopoly limits competitionintroducing.In recent years, with the rapid development for economy and society, the reformof water price in Tianjin has made great achievements, but the problems are stillexisted, the price mechanism is not perfect, the management system is not reasonable.But the reasonable water price is the key for water saving&promote the building ofwater saving–society.This paper is the study of the water price of Tianjin. This thesis combines theinvestigation of water supply industry in Tianjin; carries on analysis the problems ofcurrent water price regulation and puts forward the corresponding policyrecommendation. On the basis of “Two-part water price” estimation the thesisanalyzes the correspondence between water price&water saving in the city;combines the topics with the current water price policy,&water-saving societybuilding together discussed together. Along with the deeper development of marketrevelation, by using relevant economic theories, this article is trying to research thesustainable development of our water resource for finding good solutions in pricemaking, adjustment, resource using&managing; to provide some ideas about how tobuild a water-saving society.
