Faced with the grim energy and environmental issues, China’s12th five-yearplan has made a series of obligatory targets for energy conservation and emissionsreduction, and decomposed to various provinces or regions. In order to complete theorder for the "twelfth five-year" energy conservation and emissions reduction indexof heilongjiang province and provide basis for the adjustment of industrial structure,the study on energy conservation and emissions reduction index decompositionmodel and application in Heilongjiang province has important significance.First, this paper puts forward a kind of energy conservation and emissionsreduction index decomposition model. Impact factors are divided into twocategories in this article.One is potential impact factor necessarily related to energyconservation and emissions reduction, such as nitrogen oxide emissions of unitenergy consumption and nitrogen oxide emission reductionsof the policy. The otherimpact factors are added, which are need to be checked whether they are the mainimpact factors through the correlation analysis, such as GDP, per capita GDP, GDPof primary industry, GDP of secondary industry, GDP of tertiary industry, industrialGDP, primary energyintensity, per capita energy consumption, energy prices, energyconsumption elasticity coefficient, population, urbanization rate.Secondly, impact factor of index decomposition is studied. According to themodel created, select impact factor of index decomposition, and research impactfactors on energy saving and emission reduction in energy consumption andpollutant emission reduction potential, economic development and population andurbanization. Using the method of energy intensity, per capita energy consumptionmethod, elasticity coefficient method and sector analysis method forecast the energydemand is148to166million tons of standard coal. There is pressure on energyconservation and emissions reduction. Nitrogen oxide emissions of unit energyconsumption is higher in The big xingan mountain area, SuiHua and Qiqihar, andlower in Harbin, Daqing. Policy accounts for larger proportion in Shuangyashan,Mudanjiang, and lower in Heihe, Yichun.Finally, decompose nox emissions reduction3.1%index in heilongjiangprovince. Shuangyashan and Daqing are more than3.5%. Mudanjiang, Qiqihaer andHegang are3.0%-3.5%. Qitaihe, The big xingan mountain area, Harbin, Jixi andSuihua are2.5%-2.5%. Jiamusi, Yichun and Heihe are less than2.5%.
