Along with the rapid expending of the city framework and the increasing of citypopulation in Luoyang, the problem between the rapid growth of vehicles and theslowly growth of road improvement has become a big issue, such as the traffic jamwidespread during peak hours. Intelligent transportation system(ITS for short)is themost advanced traffic manage model, which can realize intelligent dispatching ofpublic transportation vehicle and make it more humanized, such as realizing real-timedispatching according to the change of passenger flow etc. As a result, it can enhancethe capacity and attraction of public transportation, increase the rate of the share ofpublic transportation effectively, and reduce the proportion of private cars in the citytraffic flow, relief the probability of the traffic jams occurring, alleviate the growingpressure of the city road traffic. Consequently, it will reduce the waste of humanresources, improve bus operating state, reduce unnecessary fuel consumption, improvethe efficiency of travel, and elevate residents’ satisfaction towards public transportation.Taking the experience of intelligent public transportation management systemboth at home and abroad for reference at first, this thesis has made a survey accordingto Luoyang’s public transportation system and discovered its extrusive problem, e.g.low punctuality of public transportation, uneven waiting time, frequent phenomenon ofline of buses and large interval. Besides, the buses cannot meet the rigid demand ofbus commuters during rush hours because of the shortage of buses, while the low loadfactor during off-peak hour causes waste of resources. This thesis suggest that earlyestablishment of ITS should be a valid solution with the lowest cost to realizescientific management of public transportation, make public transportation moreattractive, reduce the private vehicles’ usage of limited road resources and theresidents’ travel cost, improve travel efficiency. Secondly, the thesis makes analysis on the feasibility of ITS construction in Luoyang city from the aspects of policysupport, IT advantages, and low investment cost etc. Finally, the thesis explains thesolution of ITS construction in Luoyang city, and puts forward the guarantee measuresas policies revise, improvement in awareness of road safety etc.
