Since China’s reform and opening up, China’s highway development hasachieved great success. Among them, the charging policy which made an indeliblecontribution to the development of the highway. In recent years, China’s highwaysystem has been gradually taking shape, the expressway toll rate question, however,becomes the focus of public attention. Toll rate is one of the important determinants ofhighway resources allocation, a reasonable set of charging standards can not onlysolve the problems between users and highway management due to the interests ofmany contradictions, also can give full play to the highway social benefits. Rate butthe lack of a set of relatively perfect evaluation method, operators in setting rates tendto be from the perspective of their own, ignored the highway play to social benefits, isunfavorable to the benign development of highway in our country. Therefore,combining the current situation and problems in the highway tolls, from users,operators, the contradictions of the government tripartite, prioritize, focusing, andbalance the contradiction, research the turnpike measure reasonable rate evaluationmodel, the development of China highway and transportation, as well as the nationaleconomy will have important meaning.At present, there are a lot of papers on expressway toll rate standard method,thisthesis takes the consumer, operators and the government tripartite game as a startingpoint, based on the economics of the "game" and "general equilibrium theory, the"build "microeconomics" tripartite game model, and evaluate rationality of expresswaytoll rate. This paper combined with the domestic and foreign present situation of theexpressway toll collection, the analysis of highway exist some unreasonable factors,clear expressway toll rate making principles and goals; Then, rate of toll roads made adetailed research, analysis of the current highway charging criteria, and reveal themajor contradictions, and gives the reasonable solution, at the same time clear thetheoretical foundation of the formation mechanism and existing rate making model;Furthermore, from the basic theory of tourist traffic, analyzes the formation andprediction of traffic flow, and combined with the corresponding rate model, for the establishment of the tripartite game model to lay a solid foundation; Finally, using themicroeconomics theory, through the game way, the three parties will be satisfied withthe value, and integrated into a complete model-"microeconomics" tripartite gamemodel. This article research results for highway management provide guidance andreference for toll rate standard, which has important theoretical reference value andpractical significance.
