With the social and economic development, social unstable factors increase gradually,various contradictions mutual coexisted, unconventional emergencies occur frequently andshow ascendant trend in our country. That unconventional emergencies occur frequentlymakes public security and emergency management face to severe situation. As a dynamicdecision process after emergency appeared signs or occurred, emergency decision isbecoming highly valued.Unconventional emergency is rare, dynamic, complex, uncertain, and of serious socialpanic and crisis. This leads to that emergency situation is strong complex, dynamic,uncertain. At the same time, there also exists some other questions, for exampleemergency decision is time-tight and workload-heavy, the emergency situation andemergency decision-makings influence each other, the emergency decision makers are notclear about the evolution of emergency situation, and the emergency decision makers’ability of situation awareness is limited.The purpose of this paper is to solve the above problems in the following aspects:First, Due to emergency situation’s strong complexity and less research on it both indomestic and foreign, according to emergency decision problem, the paper carries outclassification analysis on emergency situation. It also discusses the relation betweenemergency situation and emergency decision-makings.Second, Due to emergency situation’s dynamic, according to the classification ofemergency situation, the paper studies each class emergency situation’s evolution.Third, according to the contradiction between emergency situation’s complexity andemergency decision makers’ limited ability of situation awareness, the paper studiesemergency situation visualization based on GIS (geographic information system). Theresearch is mainly focused on emergency situation display modeling and methods of visualization based on GIS.Last, the paper applies the research to synthetic flood prevention in the Three Gorgesareas, discusses the design and implementation of the emergency situation informationsystem.
