The Twelfth Five-Year Guideline has been developed inregards of the most concerning livelihood issues, in which the housing issue holds themost spot light from all walks of society.Owning to the limited duration of sunshine and non-economic use of land, it is difficultfor the welfare-oriented housing in Shenzhen to meet with the demand in urban area.However, the construction of welfare-oriented housing communities in large scale in ruralarea, which lacks of corresponding public facilities and proper public sources, results into notonly the increased living cost of ensuring population, but also the helplessness of isolation.Besides, the over-scaled construction of welfare-oriented housing in single direction maycause the further differentiation of social classes, social conflicts and spatial polarization.Most of the welfare-oriented housing either resembles commercial housing in spatialdistribution pattern with little innovation, or has been simply and directly down-sizedwithout any improvement to the defects of medium and small apartment layout.In this thesis, based on the parallel comparison, arrangement and analysis on the18rewarded solutions in the One unit Hundreds family10000residents Idea Competitionon welfare-oriented housing in Shenzhen, it has been studies mainly in five dimensions ofwelfare-oriented housing design and construction: the apartment layout design, theprinciples of location, community planning, green strategy, and public policy, and it hasbeen systematically outlined the breakthrough points of welfare-oriented housing designand public policy. Above all, in this paper, it re-defined the Welfare-oriented housing,pointed out the conception of building volume as primary unit of train of thought anddesign, updated the sales and renting policies as well as the withdrawal mechanism ofwelfare-oriented housing.
