As a nation’s economy grows, the number of transportation vehicles also increases. Due toits convenience and speed, highway has become an perfect option for more and moretransportation companies. As a result, a growing number of trucks which are loaded with heavyfreight are using highway, thereby affecting the highway performance and the lifetime of asphaltpavement and causing that the highway cannot be used to its design life. Highway weight toll, amethod to enhance the maintenance measures, on one hand can withdraw the fund, and on theother hand, can limit the uncontrolled operation of heavy-freight vehicles. The role of weight tollon highway charges becomes increasingly significant. But the charge standard varies amongdifferent area. So it is particularly important to further study the highway weight toll. This article,starting from the analysis of structural performance of highway pavement, analyzes the effect ofdifferent axis types and load on structural performance. The pavement performance is evaluatedby using the combination of set pair theory and fuzzy-random method and the lifetime ofpavement under different axis types and loads is analyzed. In order to reduce the bearing ofhighway, a toll method is studied based on this. This article takes the Hebei period ofJing-Hu-Hang highway as an example and conducts a research and study on its pavementstructure. By analyzing the influence on pavement structure, a standard toll system is established,so that a more fee on vehicles which bring large influence and a less fee on those bringing littleinfluence, and the interests of the traffic administrative department, the operational units and thetransportation sector households can reach a win-win situation.
