At present, the toll-by-weight mode is employed in the highway toll-gate to collect toll of vehicle. This means toll is proportional to the weight over the normal load which is determined by the axle type. The toll-by-weight mode has the advantages including protecting the highway surface and bridges, controlling the overload phenomenon of vehicle. As the highway toll-gate toll by the deadweight, the transporter will be forced to reduce the load weight. So the damage of the highway is decreased, which is caused by the overload vehicle. Meanwhile the safety running is guaranteed.As more and more vehicles passing the highway toll-gate, the phenomenon of the axle type obtained by the toll system not corresponding with the real one happens frequently. And the high accuracy of the highway toll system is required by the toll station of all provinces.The expert system and the identification device of the vehicle axle type, which are introduced in the paper, are aiming at the requirement of the vehicle axle identification in the highway toll system. The expert system of the vehicle axle identification is designed in the paper based the actual requirements of the highway toll-by-weight system. The expert system uses the fuzzy logic as the inference engine to identify the actual axle type according to the results of the vehicle axle identification device and the results (total axles, per axle load,all axle load) of the dynamic vehicle meters. The expert system improves both the identification ratio and the work efficiency of the toll keeper.The layout of the paper includes 4 quarters:(1) the significance of the toll-by-weight in the highway toll-gate is introduced. It is explained that the importance of the axle type identification in the toll-by-weight system. Present situation, existent problems and solutions of the axle identification technique is also introduced. The solution employed in the paper is pointed out.(2) the principle of the toll-by-weight system and the axle identification device are introduced in detail. And the importance of the axle identification device in the toll-by-weight system is explained in detail. Additionally, the hardware of the axle identification device and the role of it are introduced.(3) the components of the expert system are introduced in detail. The fundamental of the fuzzy logic and the way to generate fuzzy rules from the data are explained. The relation principle of the subjection function and the buildup of the fuzzy rules are explained step by step.(4)the expert system is designed. The expert system processes the data according to the load per axle, the total axles and axle type. And finally getting the axle type.The actual measurements show that the expert system based on the fuzzy logic has a high identification ratio and is stable. The expert system is worth to be popularized.
