Study On The Road Of Toll-by-weight Collection

The road of the toll-by-weight collection based on the total weight of the vehicle and the goods it load is a more fair and reasonable toll model,with the toll-by-weight collection,the action of overloading was effectively punished,and the goal to set this collection is to prevent the road from damaging earlier by overloading.In the paper,the author comprehensively probed and elaborated the composition and the development of the collection by comparing and contrasting some kinds of fee rate.Besides,the paper demonstrated the improvable way of the toll-by-weight collection.Firstly,the author narrated the history of the toll road,studied the composition and the function of the two important parts of the toll-by-weight collection,which included WIM(Weigh-In-Motion) and the computer toll system.At the same time,with thoroughly investigating to the runnning of the 27 regions in China which had used the collection,the author comparing and contrasting some kinds of regulations the collection accorded,the way that the normal load weight is divided,the fee rate and the fee of the normal load weight,the overloaded rate division,the fee rate and the fee of the overloaded weight.during the compration and the contrast,the author provided lots of figures,tables and graphs.Secondly,the paper analyzed the shortcomings of the toll mode used bofore the toll-by-weight collection,enumerated the disadvantages of overloading,listed almost all regions of our country adopted the toll-by-weight collection according to the time they used,and proved the feasibility and importance and future prospects of this collection.finally,the author make her distinctive points and proposal after contrasting the relevant regulations,fee rate mode,some details about fee,and so on.In the paper,the author made a new point that the toll by weight should based not only on the total weight of the vehicle and the goods it load,but also on the counted number of the overloaded action of the vehicle(included trucks and vans) according to the computer record by its plate number.then,the paper gave some program code to implement parts of the function to this toll-by-weight collection,so as to provide useful imformation and theory to the further development and improvement of the collection.
