With the rapid development of Chinese economy and the increasing number ofoperating vehicles, brings so much difficulty to the maintenance of secondary vehicles.Inaddition, the increasingly severe market competition, the phenomenon which only sell twoinsurance card and certificate that payment do not maintain is serious, has brought greatinstability to the safety of the industry and also brought difficulty to the management of theindustry.This paper is based on the existing relevant laws and regulations in China, combined theactual investigation, expert consultation and the now use computer technology theorydeveloped secondary operating vehicle maintenance of electronic filing system. The systemprovides remote supervision of two level maintenance business methods to the industrymanagement department, the office is moved to the job shop.This system which mainly use RFID technology,streaming media technology, etc. alsoit’s based on the existing Transportation Management Information System of Weinan andcombined with the present situation of the secondary operating vehicle maintenance process.This paper aims to effectively supervise secondary maintenance enterprises and ensure themaintenance quality of operating vehicles and at the same time, it aims to further improve thesupervisory ability of road transport administration department and strictly guarantee thetechnology of operating vehicles from the source.
