Congress report noted that rural economy flourish and speed up the urbanization process, urban and rural economic and social development, modern agriculture, develop the rural economy and increasing farmers’income, is building a moderately prosperous society, a major task. Surplus rural labor to nonagricultural industries and cities and towns, is the inevitable trend of industrialization and modernization."15" during the Dongpo level of urbanization and the construction of small towns have been a greater development, but due to various reasons, the development of small towns are still lagging behind, compared with the building of cities, there is still much gap. With the combination of the western development strategy, from the region-wide demonstration town status, role and construction conditions, follow the laws of science to determine the urban nature, scale and layout of the form. Full play to the village network system as a whole, highlighting the direction of urban development, with Dongpo construction and development, according to Dongpo urban development policy, combined with the actual situation Qinjia town for the crux of careful analysis, rational distribution, advantages, accelerate Qinjia town construction and development, expanding cities and towns in the economic network of radiation. Creating beautiful, comfortable space to better serve the people in production and living services,the town of Qinjia gradually build into economic prosperity, reasonable layout and convenient transportation facilities, comfortable living, beautiful environment, coordinated urban and rural towns.This paper studies reached the following conclusions:(1)This paper through referencing the theory and practice of town planning research at home and abroad, discussed the need for town planning, principles, and the significance of planning, researched some basic theory about the town planning, including the growth of nuclear theory, agglomeration theory, central place theory and the rational structure of cities and towns.(2) Through anglicizing the basic information of Qinjia town, this paper summarized its advantages and constraints, also discussed the background of its planning, and the original plan was evaluated, indicating Qinjia town planning and development is not only the upper development requirements, but also their own development needs.(3) Town planning in the Qinjia, the proposed ecological priority, sustainability, people-oriented and dynamic and realistic planning concepts, and defined its development strategy and planning objectives, to be built into its agriculture and tourism-oriented farmers-town.(4) Through the town’s population and to predict the level of urbanization, urban development, the development of its size and direction, and a clear partition of its building control and space control planning, including the village built-up areas, development areas and prohibit the construction of the control area ofthree major types of land, and the Blue Line, Yellow Line, Green Line, Purple Line and the red line of road planning and management measures.(5) Respectively, Qinjia town’s town architecture, land layout, green landscape systems, road lines, environmental protection and comprehensive disaster was planned, the town relies on the original planning Qinjia urban development, combined with the topography, the formation of "one, two axes, area, seven,"the planning and development structure model, in order to form an orderly structure, function and rational function zoning. Concludes with recommendations for planning and implementation of the proposals, hoping to strengthen the legal management of the overall plan as a guide, strengthen infrastructure construction and ecological environment, improve the awareness of the masses in the planning, implementation and maintenance of conscious planning.(6) In the process of planning, it always carried through the policies of "economic, social, and environmental harmoniously develop", not only gave full play to the urban functions of Qinjia town, laid the foundation for Qinjia town’s sustainable development. |
