Research On The Development Model Of Guanzhong Characteristic Industrial Cultural Tourism Town

In recent years,characteristic towns,as an important link in the process of new urbanization in China,have gradually attracted attention from all aspects.National ministries and commissions and local governments have issued a number of policy documents to guide,standardize and support the construction and development of Characteristic Towns in all aspects.Scholars at home and abroad have also conducted in-depth discussion and Research on the concept of small towns and characteristic towns,urban transformation,urban-rural integration,industrial agglomeration effect,economic sustainable development industry and so on.In this context,Shaanxi Province has also built a number of characteristic towns focusing on Guanzhong culture.According to different industries,these characteristic towns can be divided into tourism resource type,cultural experience type and characteristic industry type.The management concept and development mode of these towns are different,which can be roughly divided into four types: the government take responsibility for the investment,construction and operation in the whole process,the government led market-oriented operation,the PPP mode and the enterprise evaluation of finance and society,construction and operation in the whole process.In general,according to the requirements of various national policies,the purpose of the development of characteristic towns is to achieve sustainable development,safeguard the interests of stakeholders,and form industrial clusters.On the basis of this study,through the actual case of Fucha Town,Jinghe New City,Xixian New Area,Shaanxi Province,we deeply analyzed the impact of management concepts and development models on the development of characteristic towns in the development model of Guanzhong characteristic towns,as well as the importance of culture and industry on the construction of characteristic towns.From the national level,regional level,historical level and economic level,this paper describes the background of the project of Fucha Town,and analyzes the weight of mass demand through the fuzzy analytic hierarchy process(FAHP),which reflects the goal of Fucha Town to build a beautiful village with harmonious human ecology,organic modern agriculture linked with rural tourism and common development in the suburbs,and demonstrates the positioning concept of rural natural scenery,rich culture and happy life,As well as the goal of mining and inheriting Fu tea technology culture,establish an industrial ecological planning idea with Fu tea industry and culture as the core.Through the analysis of the process of choosing PPP mode as the development mode in Fucha Town,the policy of "characteristic industry leading,attracting social investment and adhering to market operation" was clarified,and the process of implementing each stage of construction was deeply analyzed.Through the analysis of the later operation of Fucha Town from six aspects of operation mode,income mode,industrial mode,economic benefit,financial evaluation and social evaluation,the thesis analyzes and summarizes the disadvantages and advantages of Fucha Town in terms of development subject,industry,policy,etc.during the development and construction process of Fucha Town,and once again clarifies that the mutual promotion of industry and culture,and the integration of industry and urban construction are the development direction of characteristic towns.It further put forward the development path of characteristic towns that "pillar industry is the root,cultural characteristics are the connotation,system and mechanism are the guarantee,talent gathering is the key,and integrated development is the direction".To a certain extent,it provides theoretical and practical reference for the development,construction and sustainable development of characteristic towns.
