The Evaluation System Research Of Yueyang Livable City Construction Based On The Sustainable Development

The development of urbanization in China experienced production stage of development in the1950s and1960s to the early1980s into the "life" development stage and then the "ecological civilization" in the new century urban development stage, Now it’s in an unprecedented commencement of gesture. Livable city is a cycle urban society organism combines natural, economic, social, cultural and behavioral those complement each other. It’s has become the development of strategic objectives for most Chinese cities. How to construct the urban living environment conditions, which in line with the human development needs of modern high-quality under the existing conditions, has become an urgent problem. Yueyang is the period of rapid urban development, has made great achievements in urban economic development, at the same time, it appears urban housing shortage, traffic congestion, environmental pollution and a series of urban problems, building livable cities is particularly necessary and urgent. The context of sustainable concept gradually penetrated in various fields of urban construction, livable city still remain at the macro-level concepts and evaluation, ranking. How to combine the characteristics of the city itself to establish the evaluation system, and penetrate into the livable urban construction need to be further in-depth.The paper analysis the concept of livable cities and currently livable urban construction planning features, combined with the construction of Yueyang livable city urgent needs as well as the problems, led out the research purpose and focus. Against the dilemma of livable urban research theory and practice out of line, and the lack of local characteristics, the paper use the view of system theory to study Yueyang livable urban construction and its impact factor, on the basis of the theory of sustainability, Habitat Environmental Science and Maslow’s theory, the livable city construction is regarded as an open complex giant system, which includes the three aspects of the environment, safety, and life. Based on the depth comparison at home and abroad the focus of the "livable city" evaluation system and building the livable city building evaluation system has Yueyang characteristics. From the perspective of urban construction, environmental system is subdivided into ecological environment, human environment and urban three subsystems of the landscape, the security system is subdivided into two subsystems facilities security and Engineering Safety, living system is broken down into the living conditions of urban traffic, public facilities, infrastructure and open space of five subsystems, and implement urban material specific indicators of environmental construction. The article also analyzes the three cities of Vancouver, Singapore and Seattle livable and construction experience, summed up its livable urban construction. Put forward Yueyang urban construction optimization proposal in the four aspects of community building, construction of public facilities, the city’s character building and public participation.
