2002was a landmark year in the history of power development in China. In this year,the long-famed reform on the separation power plants from power grids which began to beimplemented. As a result, China’s power entered the rapid development period. During thedecade from2002to2012, the power capacity increased by780million kw and up78million kw each year, which performed a miracle in the history of the world’s powerdevelopment. From then, China became the greatest power capacity country.The rapid growth of electricity supplies the reliable energy security for the nationaleconomy sustained and rapid development and completely removes power shortagebottlenecks of economic development. Therefore, the rapid growth puts some pressure onresources and environment. Especially, the sustained expansion of the proportion of thermalpower expand results in the power structural imbalance problems and stimulate the coalprice growth arousing the coal and electricity prices conflicts. The price cyclical fluctuationsof coal and electricity market brings more uncontrollable factors and enlarges the thermalpower project investment risks. How to effectively minimize these risks have beenconcerned by more investors.TMTS2×600MW project was started on the preparation in2003, was launched in2006and was finished in2008. The project was the“external transmission”project in theeleventh five-years’plan of Shanxi province, the demonstration project which aims onstrategy transformation from coal export to electricity transmission and the largest powercapacity project constructed by coal holding company in that time. The success of theproject had a far-reaching significance to promote coal-electricity integration in Shanxiprovince, even in China.The paper emphases on how to control policy,technology, quality, security,cost,durationrisk during project plan, design and construction stage by using investment risk controltheory and post project evaluation evaluation method, which based on TMTS2×600MWplan, construction, operation administration. Furthermore, the paper puts forwards somesuggestions about building coal-electric integration and minimize coal price risk through thecontrast analysis of project expected target and operation state and finding the difference reasons. Finally, the paper draws the conclusion that the project investment risk control isvalid and post evaluation is successful, which provides a useful reference for minimizinginvestment risk and making economic benefits subsequent thermal power project...
