With the development of China's electricity market,the power industry has gradually transferred into the buyer's market.Due to the success of separating government functions from enterprise management of power industry,as a natural monopoly enterprise,it did a good job in the power supply,and at the same time gradually changed the past perspective of "electric tiger" of the enterprise,forming customer-oriented service concept.With the rapid growth of China's national economy,the electricity demand of the whole society is increasing,and the power enterprises gradually increase investment.At the same time,China's power enterprises is facing enormous pressure on the operation,in order to meet the requirements of power grid enterprise intensification,lean management,it need to strengthen the constraints on investment behavior,correctly handle the relationship between investment and benefit,to achieve the maximum economic and social benefits.Therefore,how to have an objective and quantitative understanding of the investment benefit to make scientific investment decision is the important issue for electric power enterprises.In this paper,based on relevant research results at home and abroad,and combining the project x of my working unit YF Power Supply Bureau Integrated Outage Management Information Platform,evaluation of investment efficiency of the power information system construction project was studied.The author mainly used hierarchical analysis,expert evaluation method and success degree evaluation,etc.,to evaluate and analyze the project.The research work and the main achievements of this paper are embodied in the following three aspects:Present situation analysis on the original post evaluation of the enterprise.The project x of YF Power Supply Bureau Integrated Outage Management Information Platform is a typical project in the process of informationization.Due to that the power supply bureau enterprises for their own reasons rarely carried out post construction evaluation on informationization project.The author found that original evaluation approach did not have scientific,objective and comprehensive evaluation on project construction effects.A complete post evaluation index system was constructed.On the basis of taking into account both the economic and social benefits,comprehensively analyzing each dimension of the project success degree,the index system of post evaluation of the project investment efficiency was designed,which lay the foundation for the follow-up evaluation,and provide basic guidelines for the future similar project evaluation.Based on the above index system,the author respectively analyzed and evaluated the project from the four aspects: goal and decision dimension,process management dimension,benefits dimension and sustainability dimensions.Using expert scoring method and brainstorming,the author optimized index system and assessed the results of the analysis,then got the assessment conclusions.The author proved that the construction of the comprehensive power management project x had obvious optimization effects on the power outage plan management,workload balance and troubleshooting of power supply enterprises,and this is a feasible project to promote the management level of power supply enterprises,and power supply enterprises can enhance the business management level of the corresponding field through investment in information systems construction projects.In addition,this paper the author provides a solution to improve the existing problems in the post evaluation of information project for the power enterprises,and hoping this paper can provide some reference for the follow-up research on post evaluation of information.
