As is known to all, ocean environmental information plays a vitally important role innavigation, especially in navigation safety. Navigating in dangerous ocean environment maylead to immeasurable damages such as sea accidents and casualties. Therefore, in order to dobetter on assisting ships navigation, to develop the support system of ocean environmentalinformation on assisting ships navigation is in urgent need, thus helping ships navigate safelyand economically, which can also reduce risks and increase efficiencies.This paper discusses management method of ocean environmental information data,visualization method of ocean environmental information and fuzzy synthetic evaluatingmethod of route safety on the basis of the need of navigation, and develops the support systemof ocean environmental information on assisting ships navigation.When talking about data management, the paper studies data optimization storagemethod of ocean environmental information, then develops a new kind of data base relationschema in order to administrate ocean environmental information data efficiently. The relationschema uses grid of longitude and latitude to design the structure, which stores directly alllongitudes as attribute columns except time and latitudes. After optimize data storage, the dataredundancy is decreased and the storage space is saved,moreover,the inquiry efficiency isincreased.While facing data visualization, the paper designs various means of visualizationexpression, such as text, symbol, contour line and so on, which leads to a ocular and livingvisualization. The means of symbol expression includes weather cock model of wind andvector arrowhead model of seawater, tide, wind wave and swell. Besides, the systempackaging symbol model so as to express them quickly.With respect to route safety synthetic evaluating, the paper makes an exhaustive study onfuzzy synthetic evaluating method and establishes route safety synthetic evaluating model. Inaddition, the paper uses method of three standard samples to define discriminating matrix.Because it has no need to check consistency while determining weight, the method not onlysimplifies calculations but also increases efficiency.On analyzing and designing the system, the paper models the use case diagram, classdiagram, sequence diagram, and the activity diagram of the support system of oceanenvironmental information on assisting ships navigation by using UML modeling language,which explains the system function clearly. Then the paper analyses and designs the architecture, basic modules and their relationships in accordance with the objective andprinciples of the system.Finally, the paper develops the support system of ocean environmental information onassisting ships navigation in combination with the outcomes of the research and the designrequirements, which achieves each part of the system. Furthermore, the system has greatexpansibility, friendly interface, better stability and strong usefulness.
