In recent years, the transportation industry has improved greatly in our country,especially the air transportation. However, this situation also has some negative impacts,causing the air traffic congestion, hiding the security hidden danger when plane is flying,resulting in delaying the flight and economic loss. In order to solve the above problems,we use management experiences which concluded in the developed country, usingnational unity to manage the air traffic flow. Therefore, in order to study the problem ofair traffic management in our country, it is necessary to focus on the method based onrelated theory.ATFM is used to monitor and manage the national air traffic flow. Concretelyspeaking, its main functions are as follows: It monitors a nation’s air traffic flow andairspace capacity at real time. It offers pre-alert and alert information. It analyzes,optimizes and predicts the present air traffic flow and capacity. It provides theannouncement and consultation of air traffic flow’s information. It cooperates the keycontradicts between army and civil aviation and give suggestions to emergentdisposition. It is the embryo mold of strategic management.Capacity is the prerequisite conditions and the core index of air traffic flowmanagement. Air traffic flow management is to adjust the saturation capacity on theflow, the flow can be balanced in the system, therefore, the spatial unit capacity is animportant basis for determining the implementation of air traffic flow management,capacity of airspace evaluation unit is the pioneering work flow management. Capacityevaluation accuracy will affect the effect of the implementation of traffic managementdirectly.The thesis is divided into several parts as follows: firstly, introduces theimplementation of air traffic flow management in our country, including trafficmanagement system, management work and progress; then describes some importantnames,(capacity, flow) meaning and current development situation in foreign; then, bymodeling the spatial unit capacity evaluation model; finally analyzes module capacityevaluation.This paper describes and analyzes the capacity evaluation model of all kinds ofspatial units. First, in terms of route, the route flow can divide into route, fixed capacity and too little capacity, we construct the econometric model can be used to calculate themaximum capacity. Second, in terms of airspace and airport, modeling capacityevaluation model. On the other hand, when modeling the model, we should consider thedynamic factors of changes in the weather and flight range and so on to make the modelmore practical.This paper also describes and analyzes two key techniques involved in the capacitysubsystem, including the communication among all the subsystems, and the methodsthat search all the routes in a specific airspace. This paper provides a detailed analysis tothose questions that must be taken into account when you transmit data between twoprocesses using TCP or UDP protocol, and provide methods to solve those questions.Finally provides a specific net interface that can be applied in Windows platform andUNIX platform to realize communication between different processes. It analyzes thealgorithm that judge whether a route is in a specific airspace, and provides a sampleabout airspace polygon class.At last, it finishes every part’s functional realization of the capacity evaluationsubsystem in ATFM, and gets the correct results by calculating it. It is proved that boththe improved capacity calculating model and practical calculating model are effectiveby the results of simulations.
