Through the2008-2011years of highway construction in Heilongjiang Provincethree years of battle, at present, Heilongjiang province highway3800km, nearly4timesthe three years before the battle, according to the relevant statistics, as of the end of2012, the province’s motor vehicle amount to nearly4000000vehicles, faced with morecars, road, emergency events situation. In order to adapt to the operating environment ofthe road network, from the beginning of2011, the information and communicationcenter of Heilongjiang province expressway traffic technical team with the domesticand international situation and development of toll system, using GIS, WEB technology,build the RBAC model, the main design of the traffic warning module and geographicinformation service module, and further improve the network toll collection system ofcomplete province highway level of service and transportation scheduling ability, andcomprehensively improve the overall effectiveness of highway network in Heilongjiangprovince and integrated service management level.This paper expounds in detail thedesign structure of expressway toll of key software modules,the system oftraffic warning function and the functions of geographic information and discusses indetail. In the course of the study, carried out a detailed investigation to the Heilongjiangprovince expressway network toll, in-depth analysis of the system functionalrequirements, the daily supervision and management, emergency monitoring,dispatching,information query, traffic monitoring and so on, and has carried on theelaboration one by one. In order to improve the ability of transportation service forpeople safe and convenient travel, through the construction of geographic informationservice system, realize the GIS mapdisplay, map annotation, functional map zoom, mapquery, network analysis, the preliminary application, obtained the certain effect.
