Caofeidian Area Maritime Search And Rescue Response Capacity Evaluation And Promotion Strategies

With the development of the synergetic strategy in Beijing-Tianjin-Hebei and in Hebei strong coastal economic construction and other strategic,Caofeidian industry and fishery has rapidly developed,the number of commercial ships and fishing vessels are also rapidly growing.These bring up the new challenges to the search and rescue work of Caofeidian,when dangerous situations and emergencies occur at sea,how to play the role of maritime search and rescue center,rapidly response and proper handling have become important and arduous tasks that we need urgently to solve today.In this paper,the author inquired a large number of domestic and international files about maritime search and rescue emergency disposal and management,then select Caofeidian maritime search and rescue ability and emergency management as the research object.Combined with my many years' work engaged in the maritime search and rescue emergency management,put forward the relevant maritime search and rescue ability evaluation system and emergency management indicators.Afterwards,through the investigation and research of several experts in Caofeidian maritime search and rescue field,the evaluation and emergency management index system of maritime search and rescue was established.On the selection of the target weight,this paper mainly introduced the method of analytic hierarchy process and fuzzy mathematics method,at the same time,according to the index characteristics,build the qualitative indexes and quantitative indexes of subordinate function,completed the Caofeidian maritime search and rescue ability and the fuzzy comprehensive evaluation of emergency management.Finally,this paper put forward some countermeasures to improve the maritime search and rescue work of Caofeidian combined analyzing the results of the study and maritime search and rescue work reality.Including further perfecting the organization system construction,search and rescue equipment,rescue way construction,information construction.
