A Study On Qingdao Maritime Search And Rescue Response Capacity Evaluation And Promotion Strategies

With the development of the Shandong Peninsula Blue Economic industrial system, Qingdao shipping and fisheries are developing rapidly, and the number of carriers and fishing vessels in and out of Qingdao is also rapidly growing. These are not only new challenges for QIngdao search and rescue operations at sea, but also new issues for Qingdao maritime search and rescue emergency management. When the danger and emergencies at sea occured, how to play a central role in maritime search and rescue, rapid response, proper handling, has become an urgent need today. We need to solve the important and difficult task.In this paper, at the base of collecting and reading lots of domestic and international literature on maritime search and rescue disposal and emergency management, to select the Qingdao Maritime Search and Rescue ability and Emergency Management as a research object. Based on analying the impact facters of Qingdao Maritime Search and Rescue and Emergency Management, and the combination of my many years of practical experience in search and rescue at sea,I made the key indicators on relevant maritime search and rescue capability assessment and emergency management. Then by the detailed investigation of a number of experts in Qingdao Maritime Search and Rescue system,a maritime search and rescue capability evaluation and emergency management index system were built.In this paper,the introduction of the AHP and expert investigation method were used to choice the index weight. Matlab theoretical were uesd to get the results of each index weights. At the same time according to its own characteristics, membership function of qualitative indicators and quantitative indicators were constructed, and completed a fuzzy comprehensive evaluation of Qingdao maritime search and rescue and emergency management capabilities.Finally, through the analysis of the results, combined with the actual search and rescue operations at sea in Qingdao, Qingdao improved maritime search and rescue work measures were proposed, including further improve the system construction, search and rescue equipment construction, information technology, personnel quality of construction, local authorities and international and regional cooperation-building, advocacy and education construction, hoping it will contribute to the study of maritime search and rescue work.
