Private car carries passenger, which is social phenomenon in many internal parts, has been cracked down on relentlessly. But recently, new change has taken place. Some private car owners carry passengers who are on their way. How to see carpool, guide reasonably and regulate effectively this action, which has the realistic meaning.Firstly, the owner of the vehicle charges passenger who is on his way for some fee. Local transport authorities identified this conduct as illegal operation frequently. And masses think carpool is fair and reasonable. This makes internal carpool travel had to face an awkward position. Therefore, we explore concretely carpool from legal view.Secondly, with the increase of carpool action, some problems have appeared. The government should intervene, limit and restrict carpool, rectify the confusion and problems in carpool action, launch carpool le-gally and canonically. So, we bring some concrete measure to regulate carpool.Then, we analyzed theoretical feasibility of carpool from the view of energy consumption and travel time cost. In the case of Beijing, we ana-lyzed practical feasibility of carrying out carpool in Beijing.Lastly, we designed a carpool platform which used a commuter car-pool mode. In the mode, carpool partner is fixed, carpool time is fixed. So both sides form a long-term stable carpool relationship. And achieve in-telligent search, excavation and integration travel data fully, achieve a good match on time and space of carpool both sides. Moreover, the plat-form protects carpool security by two-dimension code and real-name au-thentication. The paper consists of34figures,21tables and84references.
