Coal accounts for seventy percent of energy consumption structure in our country, with the development of the economics, there is a continuous increase in coal demand for the foreseeable future. Coal enterprises are railway authorities’ greatest shippers, they rely on each other. As an issue that railway management department pays much attention to, the empty car distribution, being the main part of the railway transportation plan, is an important means to realize effective distribution of the railway wagons resource, to insure railway proportion transportation, to increase the rate of railway wagons and to make transportation production in order. But the region difference of the China’s coal production and consumption brought about the "coal migration" pattern which means "West coal transported to East" and "North coal transported to south". In the "coal migration", the railway is the main channel. Affected by too much subjective and objective factors, empty-car-distribution problem has not been solved thoroughly on both theory and practice, which remains all important theoretical and practical research task.Most of traditional empty car distribution problem aims at large-scale complex railway network, which is described in the abstract. Enterprise coal transportation channel within local area network attaches new features to empty car distribution problem. According to the feature of its transportation organization means, taking the operation procedures of the trains at the station into consideration, based on the assignment problem, bringing in the idea of delicacy distribution, the empty car distribution model is constructed with the goal of the minimum quantity of the time for combination and trains’linkage. At last the eastern line of Baoshen railway is taken as an example and relevant conclusions of its effectiveness and practicability are drawn.There are4main innovative aspects in this paper, which are presented as follows:(1)Summarize the key features and relevant operation procedures of enterprise coal transportation channel;(2)Distribution in trains instead of cars, association of the empty and full loaded cars, building the empty car distribution model with the form of assignment problem in the idea of delicacy distribution;(3)Based on different tonnage rating, the empty car distribution problem can be solved under different transportation organization modes; (4)Apply GA nesting TS to the algorithm design and model solving.
