With the fast development of our national economy, rapid and convenient transportation,attracts more and more people’s attentions. Sea-crossing bridges which can significantlyreduce the distance of road transport between two places, develop rapidly in our country.However sea-crossing bridges construction has the characteristics of large scale, badconstruction conditions, high technical requirements, organization and managementdifficulties and so on, the construction process will face many uncertain factors and contains avariety of risk source. Once the improper management occurs, accident will happen easily.Therefore, how to evaluate risk of the cross-sea bridges project, in order to reduce engineeringaccidents, control project quality, has become a focus in the study of bridge construction riskevaluation. The background of this paper focused on Sea-crossing bridges construction. Andfrom the point of engineering practicability and maneuverability, a construction riskevaluation system was constructed based on HSE. The main research content is as follows:1) The statistics analysis of the bridge accident. Through collecting the bridge accidentcase, we studied the distribution and occurrence law of the bridge accidents. The main risksources of bridges construction accident are concluded. Then on this basis, we analyzed therisk characteristics of sea-crossing bridges construction to lay a good foundation for thefollow-up risk identification.2) The construction risk evaluation index system of sea-crossing bridges project wasbuilt. Using methods such as data analysis, field research, expert discussion and practicalinvestigation, the construction risk evaluation index system of sea-crossing bridge wereestablished from the aspects of HSE so that the personnel health, safety were considered, andthe protection of the marine ecological environment was also considered. It was convenientfor HSE risk management.3) The construction risk identification model for sea-crossing bridges project wasestablished. By using the method of WBS-RBS, risk identification model was built. In thismodel decomposed construction activities were used as WBS, and construction riskevaluation index system was used as RBS. Then WBS-RBS analysis matrix whichconstituted the mapping relationship between construction risk and activities was establishedby the coupling. As a result risk analysis was more comprehensive, hierarchy and logicalthrough this method.4) The construction risk quantitative evaluation model for sea-crossing bridges project was established. Based on WBS-RBS coupling matrix, work unit quantitative evaluationmodel was established by combining AHP, in order to calculate the risk degree of work unit,and determine its risk grade. Based on fuzzy analytic hierarchy process,construction riskcomprehensive evaluation model was built for determining the overall level of constructionrisk of sea-crossing bridges project. Finally the two models realized comprehensiveconsideration and the quantitative calculation for construction risk.5) The application of construction risk evaluation model for sea-crossing bridges project.The established evaluation model was applied to Hong Kong-Zhuhai-Macao sea-crossingbridge project. And the feasibility and the engineering application effect of the riskassessment model were analyzed.
