With the development of social economy and city urbanization promotion, the accumulation of population and wealth, the loss caused by flood is also increasing.Huaihe,Songhua River, the Yangtze River, the Yellow River, river flood happened again and again, so how to basin specific characteristics and situation, build effective flood control system, so as to maximize the reduction of disasters and loss, it is becoming increasingly important and urgent.Whenever they encounter a typhoon rainstorm, the Yongan Creek flooding, which poses a serious threat to both sides along the stream of people’s lives and property security, restricted the development of local economy. In this paper, based on the actual situation closely around the local flood defence, to create perfect the creek flood control system to carry out research and analysis. In confirmation of the Yongan creek flood control system should include two aspects of engineering and non engineering system at the same time, also points out the main problems existing in the flood control measures and the insufficiency and puts forward some opinions and suggestions on the existing problems and shortcomings.
