| Since the reform and opening up,in order to better adapt to the development of the socialist market economy,our country has carried out a series of reforms to the original investment system,broken the highly centralized investment management model under the planned economic system,and initially formed a new pattern that had different type of investor,more channels of capital sources,different ways of investment,and the construction market became marketized and specialized.The traditional public investment project management supporting mechanism is not perfect,lack of effective constraints and incentives to the behavior of the government and market subjects.In order to improve the social and economic benefits and management benefits of public investment projects and improve the management benefits of projects,the agent construction system came into being.Taking Guangzhou as the research object,this paper divides the development process of Guangzhou’s organizational system from 2000 to 2020,and clarifies the characteristics of the three stages.From the three aspects of economic factors,political factors,and social factors,combined with the opinions of expert interviews,the factors affecting the development of the agent construction system are sorted out.On this basis,by constructing a factor analysis model based on analytic hierarchy process,it was identified that the key influencing factor of the development of agent construction system in Guangzhou is the management benefit of agent construction projects.In order to promote the development of the agent construction system in Guangzhou,grasping the key influencing factors,from the aspects of contract management,investment control management,quality control management and progress control management,this paper evaluates and analyzes the benefits of“Guangzhou S Children’s Palace”project.It is found that the problems of implementing agent construction system in Guangzhou public investment project mainly lie in the imperfect operation mechanism of agent construction system,the complex contract relationship of agent construction unit,and the economicresponsibility caused by investment,quality and progress not clear;the constraints and incentives for the agent and contractor are insufficient;the investment,quality and progress control level of the agent construction unit need to be improved.Finally,taking the “Guangzhou S Children’s Palace” project as an example,this paper puts forward countermeasures and suggestions to improve the management efficiency of agent construction project,including: issuing the management measures of agent construction as soon as possible,rationalizing the operation mechanism of agent construction system;reducing the interface of contract management and improving the clarity of contract relations through the implementation of the whole process of agent construction mode,the implementation of the EPC model,the use of contract demonstration text and other methods;using analytic hierarchy process,establish the economic responsibility level model of the project,and divide the economic responsibility caused by investment,quality and progress quantitatively,and the owner and the agent of the project bear 43.76% and 56.24%respectively;using game theory,build the game model of the agent and contractor,and scientifically set the constraint and incentive terms of the contract;grasping the key points of investment,quality and progress to optimize the project management and improve the control accuracy. |
