Urban infrastructure is the essential basis of the process in urban operation and lifeof residents. Meanwhile it is majority in the economy of urban industry, andsignificantly restrict and promote the process of activities in urban productivity, life ofresident, and many other aspects of urban economy. Therefore, the urban modernizationof should be primary in the urban infrastructure’s modernization.Shibei district is the original center of Qingdao; it is an urban district with a largestand densest population in Qingdao. At the same time, Shibei plays a significant role inthe macroscopic productivity layout and economic social development of the city. Inrecent years, Shibei district construction work to the perfection of market economysystem and the process of complete modernization within shibei district as the goal, alsoaccelerate the re-structure of the urban infrastructure system’s innovation. Hence, thedevelopment of urban infrastructure was improved rapidly and completely, and theproblem of weakness in urban infrastructure was solved. However, there is still a gapbetween the level of the management and the realistic of the demand in resident life andeconomic development. Therefore, the infrastructure project management pattern ofShibei must be researched and explored.This study is based on the analysis of Shibei infrastructure project construction andmanagement activities, relying on those important theories with domestic and overseas;research results and practical experience, exploring the suitable economic and socialdevelopment model for urban infrastructure project management, and providingsuggestions for government department.This study is firstly selected the background, research purpose and meaning, andthe literature of urban infrastructure project management research, discussing the basictheory of urban infrastructure project management pattern, including the projectdistinction theory, agent theory, project investment and financing management, and soon. Then, the realistic situation of Shibei district urban infrastructure projectmanagement was introduced. At the same time, based on this situation in Shibeiconstruction of the urban infrastructure project, financing, operation and many other aspects, the problem of Shibei district urban infrastructure project management wasanalyzed. Then, suggested the improvement of management in Shibei infrastructureprojects related based on the comparing and referencing to domestic and foreignadvanced urban infrastructure project management mode and strategies. Finally, relyingon the results of Haibo river’s comprehensive landscape, the optimization of Shibeiinfrastructure project management pattern has carried on the empirical research.In summary, based on the research and dealing of the problem, according to the"twelfth five-year" Qingdao urban development and planning, not only Shibei district’surban infrastructure project management strategy of development, but also can providesuggestions to Construction Management Department of Qingdao’s construction,financing, operation as the reference. Also, it promotes the city’s economic developmentand improves the urban competitiveness, and enhancing the urban infrastructureconstruction to promote the development of national economy.
