Reserch On Contract Network Establishing And Application Of Owner’s Project Management

The Owner is the initiator of a construction project, Who is the purchaser of project design, consultation, supervision, construction, suppliers and other parties to be engaged in the project. The Owner is also the general organizer for whole process of project planning, decision-making, implementation, operating and using, and the final bearer of the construction achievement and responsibility, the owner’s management is the core of whole construction project management. But in fact, the owner who usually impacted by multi-year planned economy, his management often lacks of the scientific, or organizes and conducts in a wrong way, and thus to result large number of engineering compensation events, investment out of control, schedule delays, and even occurrence of significant quality and safety incidents. Therefore, the research for the owner’s project management approach has the important practical significance.By means of analyzing of the owner project management problems, to acknowledge that it’s difficult for the owner to take effective control and management for the project although he holds checkbook; By studying of the project owner and its parties, to understand their roles and importance; By researching of project administration and its stakeholders, to acquaint the existing social relationship networks between project stakeholders and identify the importance of network relationships; By studying of contract management, contract type, contract relations, to understand the importance of contract management and the complex contractual relationship network; By researching of contract network diagram (or known as contract breakdown structure), to recognize its existence and importance, and then to find and build the contract network diagram, and the application of contract network diagram to the owner’s project management is an extremely valuable topic.The Research presents the purpose and principles to build a contract network diagram in combination with the practices of the owner’s project management, as well, specifies the methods and processes to build a contract network diagram, which may provide guidance for the owner to build a suitable contract network diagram with consideration of the real project characteristics.The Research also describes the specific methods and processes to establish a contract management system, as well progress, investment, quality by use of the contract network diagram, to help the project owner to develop and carry out project management work systematically, scientifically and orderly. It presents a sample as the project management case, that is, China National Museum renovation and expansion project (construction area of200,000square meters, construction investment of2.5billion), which located in Tiananmen Square, a major national cultural facilities projects with a significant social impact, to further analysis how to build a contract network diagram, how to establish a contract, progress, investment and quality management system by use of contract network diagram. The case finally achieved all planned management objectives including quality, progress, investment, security and others, and obtained satisfactory results for all parties through the collaboration of all participating parties under the contract network platform which constructed by the owner, and thus it give a strong validate to the research themes.
