Based on the pollution risk analysis of dock and ship in the water around the Dalian Xin’gang, this thesis according to the region put forward countermeasures and methods to reduce pollution, improve the working link of strengthening supervision and content security and deal with pollution in Dalian in Xin’ gang. This paper analyzes the basic situation of Dalian, Xin’ gang sea area including:overview of the natural environment, social economic status, ecological environment, LNG leakage and overflow characteristics and harm of oil on the surface of the water, the behavior and characteristic of LNG goods, and classification statistics for the former accident, using the proposed method related regulations and accident frequency analysis leakage prediction; pollution effects analysis through software simulation, the harm caused by the pollution of the atmosphere and ocean. From the environment and human factors such as expansion of pollution risk analysis, and Dalian Xin’gang PetroChina Dalian LNG wharf pollution accident prevention measures and countermeasures were put forward from the aspects of risk identification, pollution emergency plan, antifouling resources and team building.In this paper, for the promotion of Dalian Xin’gang emergency response capabilities, improve emergency plans Dalian waters surrounding the accident will play a major role, can also provide reference for similar types of terminals, and to the maritime administrative agency of the reference application.The first part of the paper briefly describes the research background and purpose and significance, and briefly introduces the research progress in China and abroad in the risk assessment field. The second part introduces the basic situation of the waters near Dalian Xin’gang, including the natural conditions of Xin’gang, the navigation conditions, ecological environment situation, sensitive environmental resources and environmental protection and security facilities of environmental protection and pollution prevention measures. The third part focuses on the study of environmental risk assessment and related content, and sums up the steps and process of risk assessment. The fourth part, risk identification, the waters near Daiian Xin’gang source analysis and risk prediction by software. The fifth part of emergency response capability for PetroChina Daiiart LNG terminal is analyzed, to explore the emergency plan and emergency resource. The sixth part of the analysis of the risk ftoors snd put forward corresponding countermeasures for risk factors. The last part of the paper summarizes the discussion on the text, discusses and looks forward to the future research directions related field.
