With its superior geographical position and natural conditions, Ningbo has become the major oil and hazardous chemical distribution base. The throughput of oil and dangerous chemicals are increasing continuously, the ship traffic flow increases and the risk of the pollution accident also increases. Ningbo has a wealth of marine fishery resources and coastal tourism resources, if pollution accidents can’t be control in the first time, it will caused seriously damaged to the ecological environment of Ningbo sea area. Therefore, it is important to evaluate the ship pollution emergency response capability of Ningbo, and to find out the existing problems, to improve the construction of ship pollution emergency response capacity, which has important practical significance.In this paper, through the combination of expert investigation and literature reading, the influencing factors of ship pollution emergency response capability are analyzed and classified, and constructed ship pollution response capability evaluation index system. Determined 5 primary evaluation indexes, including emergency organizations, emergency reserve and emergency rescue etc., and 19 secondary evaluation indexes, including emergency organizations system, emergency training and exercise, accident monitoring and identification, disaster assessment and decision, unloading storage capability etc. In order to accurately grasp the connotation of the evaluation index, the properties or characteristics of each secondary evaluation index were briefly described. In order to have a unified standard for the evaluation of the 19 secondary evaluation indexes, the evaluation criteria of each evaluation indexes are cleared.Based on the current situation of marine pollution emergency management of Ningbo, the fuzzy comprehensive evaluation model was constructed to evaluate the ship pollution emergency response capability. Using the analytic hierarchy process to determine the weight of the each evaluation indexes, and the membership degree of each evaluation index is determined by the expert scoring method. Finally, using the weighted average method to deblurring the evaluation results and gets the final evaluation.Through comprehensive evaluation of ship pollution emergency response capability, found deficiencies in the emergency warning capability and emergency response capability and analyzed the reasons, for the building of ship pollution emergency response capability of Ningbo sea area provides a reference.
