For these problems,this article use methods according theory and cases, references independent of project’s bidding and tendering in three developed countries in North America、Europe and Asia,use the General principles of sociology、economics and management, deeply analysis the reasons of those problems,and from different ways such as improve the legal、 sounding agencies、taking credit management、expanding independent countermeasures, we point out the recommendation of improving the independent of project’s bidding and tendering and constructs the new mechanism of dependent of project’s bidding and tendering.
