In recent decades, with the rapid and steady economic development of ourcountry, energy consumption increases sharply in particular the demand of electricity,which results in the regional and seasonal electricity shortage. The conflict betweenelectricity supply and demand becomes outstanding in peak months especially insummer, causing a great negative impact on the safe and steady running of the electricpower system. When the power supply is tight, the power supply agent will carry outa scheme designed well in advance based on the pass running experience, imposingclassified power brownouts to different users. However, due to the fact that most ofthe present staggering power consumption schemes are worked out manually bytechnicians, it will lead to slow response speed, huge work load as well as lack ofsystematic management. Optimized staggering power consumption schemes have apositive influence on improving residents living and the electricity supply forimportant users, restraining the excessively rapid growth in electricity demand of highenergy consumption and high emission industry, promoting the balance between thesupply and consumption of electricity, as well as maintaining the electricity supplyorder, all of these can achieve a win-win situation to both power supply enterprisesand customers.Regarding regional power grid as the research object, this paper firstly analysesthe load data of industrial electricity customers in that area and obtains law ofelectricity using and influence factors. Then taking temperature factor into account,determine the typical daily load curve of all the substations by means of distancevector method, so as to forecast the regional load. Finally, fully recognizing fairnessand continuity as constraints and taking optimum economic benefits as the objective,the researchers adopt Tabu search algorithm to get the best staggering plan.Based on the above research on the algorithm, combined with the actualcondition of power system load management, a software is developed in the paper.Including load characteristics, load forecasting and peak load shifting plan interface,with fast computing ability and data analysis function, this software is able to forecast load curve and generate holiday staggering plan. Easy to use and install, friendlyman-machine interface and rich in functions, it has great practicability andpromotional values.
