| Water environment is a self-sustaining system with the ability to accommodate and withstand external impacts. This system also has a carrying limit. When the external impact on water environment exceeds the limit, the basic structure and function of water environment will be destroyed, affecting the normal material transmissions and energy exchanges between the system and the external world. That makes the self-accommodation system disordered, even is likely to cause the collapse of the water environment. In recent years, the rapid development of industrialization and urbanization of Hainan Province has resulted in different degrees of water pollution in the water environment. At the same time, with the development of Hainan as an International Tourism Island, the demand for fresh water has increased dramatically because of the increasing number of visitors. Water environmental carrying capacity becomes one of the major factors restricting the economic development of Hainan Province. Therefore, it is of certain realistic significance to research the water environmental carrying capacity of Hainan Province, and to ensure the quality of the water body of the water environment and the coordinating and perfecting the comprehensive utilization of water resources.In this paper, the water environmental carrying capacity was used as an index to judge the sustainable development of Hainan Province. At the same time, the water environmental carrying capacity of Hainan Province was analyzed by using the method of the Analytic Hierarchy Process (AHP) and "mode and sum". Through discussing theories of water environmental carrying capacity, the current situation of the water environmental carrying capacity of Hainan Province was analyzed from the perspectives of the concept of water environmental carrying capacity, research on related theories, and the research purpose and method. The development mode of planning and the condition of the water environmental carrying capacity of Hainan Province were quantitatively forecasted in order to judge the sustainable development of Hainan Province. And several proposals and countermeasures to enhance the state of the water environmental carrying capacity of Hainan Province were proposed. The results showed that the water environmental carrying capacity of Hainan Province has increased year by year from2005to2010, but all were in a weak level, and the state of the water environment was very fragile. The results were ranged between0.404and 0.467, averagely0.432. The predicted water environmental carrying capacity for the year of2015and2020was0.543and0.557respectively, at the state of highly fragility although improving year by year, for the carrying capacity of its water environmental subsystem showed a downward trend with the tourist and seasonal migrant population soaring. It was concluded that the water environmental carrying capacity and socio-economic development would show an uptrend and tendency of steady progress only through strategic water sourcing initiative and water use saving as well as water resources protection. In doing so, the completion of International Tourist Island and the sustainable development of Hainan Province can be ensured. The results can be used as reference to the construction of International Tourist Island of Hainan Province and the management of water resource and environment. And the results will add new materials to theory and method of strategically environmental impact assessment. |
