With the gradual implementation of the12th Five-Year Plan of the high-speed railway, its technical level, reliability and safety has got a great improve. Among the four important technologes of high-speed railway, security technology is arranged in the first place. The safe and reliable operation of the high-speed railway is directly related to the pace of its development. However, the domestic security evaluation system research is lagging far behind its rapid development. The trial speed of high-speed rail will reach500km/h at the end of the12th Five-Year Plan, which will put forward higher requirements on its security system. Therefore, the establishment of a safety evaluation system and an early-warning system suitable for the rapid development of the high-speed railway is at extremly urgent.Many scholars have already conducted a lot of researches on the safety of high-speed railway; most of these reasearch are based on the man-machine-environment-management system, which covered a wide range, but is not specific enough. Therefore, this paper conducts the safety evaluation research within the scope of the various high-speed rail subsystems, which means those functional departments. Safety evaluation indexes proposed in this paper are more specific and detail.The author conducted the preliminary safety analysis for the four subsystems, which refers to the train operation depot, the locomotive depot, the railway electricity department and the track maintenance division, and builds the safety factors for each subsystem. The track maintenance division is responsible for the maintenance and repair work of those tracks, bridges and culverts, which means protectors of those basic facilities. Therefore, author chooses the track maintenance division as the main object of this paper’s research.Under the framework of the high-speed rail preliminary safety factors, the track maintenance division’s safety factors are further subdivided. Through the analysis, screening, building the high-speed rail track system of maintenance evaluation indexes system. On this basis, author determined the weights of each level’s index with AHP method, and determined the safety evaluation criteria with both qualitative and quantitative aethods. And finally author established the safety evaluation model of high-speed rail track maintenance division by using the fuzzy comprehensive evaluation method. On the basis of the safety evaluation system, author constructed the early-warning system for the safety of track maintenance division, builded the early-warning model with the median method. And finally put forward some tips the track maintenance division should paid attention during the implementation process of the early-warning system.Through design of software development based on B/S mode, realized the high speed railway works safety evaluation and early warning system function combination, risk source lookup function development, make relevant departments can be hazards, eliminate safety hidden danger in time, realize the intelligent, informatization, improve the working efficiency.At the final last, author conducted a trial on one of the domestic high-speed railway. Experiment shows that, the safety evaluation system and the early-warning system proposed in this paper can meet the requirements of safety evaluation and early-warning, have a application value.
