With the deepening of China’s reform and the socio-economic development needs, the scale of national investment in highway construction is increasing, but it also exposed many problems are existing in China’s highway construction supervision work. the meticulous management as the inevitable requirements of social division and social services, it plays a very important role in the Office of the Commissioner of China’s highway construction.Based on management concept, this paper research the supervision of the highway project. the main contents of this article and innovations have:This paper elaborates the definitions of management and meticulous management, connotations and functions, research meticulous management theory’s the feasibility in highway projects application, research the existing four management modes:owners of self-management consulting firm to assist-management, delegated administration and agent management.The paper elaborates the origins and development of the status quo of the highway construction supervision, research highway project supervision’s eight characteristics includes:services, independence, impartiality, scientific complexity, environmental diversity, coordination of multi-faceted, high-risk and its three influencing factors, discusses the necessity and implementation of measures of meticulous supervision.From the four aspects including the management system, the construction site, environmental protection and technological innovation, this paper discusses the way of meticulous management implementation method, and build highway supervision model based on fuzzy comprehensive evaluation.Finally, this paper study the implementation of the meticulous management principles in Heng Gui Highway Project, and use the fuzzy comprehensive evaluation method to evaluate the implementation effect, make conclusion of meticulous can upgrade the quality of supervision highway supervision...
