Performance Evaluation Of Highway Project Self-management Project Based On Multi-stage Network DEA Intersection Model

Highway project construction is a product realization process with high investment,long cycle,wide coverage,complicated taches,and strict procedure.The construction supervision unit is one of the parts involved in this process,and its supervision and evaluation is important and critical.At present,most highway construction projects use traditional model “project legal person and social supervision".However,with the rapid economic and social development and the continuous deepening of reforms,the traditional model has not been adopted to the present projects.In order to cultivate a new model of highway construction management that adapts to the development of the situation,the Ministry of Transport has proposed to reform the self-management model of highway construction management in some regions.In other word,the compulsory social supervision is cancelled,and the project legal person is responsible for the overall construction management and supervision of the project.Therefore,this paper focuses on the performance evaluation of highway construction management to adjust the highway management model and improve the management level.The main content includes the following aspects:Firstly,this paper expounds the main problems that unclear positioning of supervision,and the severe crossed duties between the project legal person and the supervisory and analyzes the causes of the problems existing in the current supervision system.Considering the faced situation and developing characteristics,this paper demonstrates the feasibility and necessity of implementing the self-management model.Based on the management knowledge system of the American Project Management Association and China Project Management Research Committee,combining with related theories and reality of project management,the reform program of self-management model was designed including the management system and model,and management of quality,safety,human resources,schedule,information etc.Secondly,the SD model was built based on the Vensim software to solve the quantitative problems of management performance,owner satisfaction,and market competitiveness.Based on the basic theory and classics algorithm of traditional DEA model and network DEA model,the methods of system dynamics and data envelopment analysis were used to establish a multi-stage network DEA crossover model to evaluate performance of highway project self-management.Finally,the proposed model is conducted and tested based on the actual data and the results show that the model is reliable and accurate.Further,considering the actual situation,some management policies for self-management projects are proposed.
