ABSTRACT:Due to the high altitude, low temperature, low pressure, and more thunderstorms and other special conditions of the Qinghai-Tibet railway, it’s not simultaneously opening the transport of dangerous goods in Golmud-Lhasa section. While with development of the social and economic, the demand for the LNG, LPG in Tibet has been greatly improved, which is difficult to meet relying on road transport, so Tibet Railway transport of dangerous goods opening is imminent. The project "research of railway traffic safety risk management and emergency response technology research-Tibet Railway opened railway transport of dangerous goods safety technical conditions " has been set up by the department of science and technology development of the Ministry of Railways, taken by the Qinghai-Tibet Railway Corporation and the Beijing Jiaotong University. Based on this background, this paper mainly research on layout planning and safety technical conditions of Tibet Railway transport of dangerous goods. The main contents are as follows:(1) Combined with the actual situation in Tibet province and the Tibet Railway, discusses in detail the factors that influence transport demand, and based on the interview of the the Golmud-Lhasa part, forecast the categories and demand for transport of dangerous goods, which provide a basis for the determine of the transport organization, functional area layout planning.(2) Integration of dangerous goods were dedicated line stations and the principles of integration layout scheme analyzed and discussed, through analyzing about the alternative stations,such as transport capacity, the surrounding environment, etc. determine the standards programs.(3) Analysis area layout principles, access to relevant laws and regulations, summarize the layout of dangerous goods safety requirements. Then based on existing open line in the Golmud-Lhasa part, transport of dangerous goods program organization was analyzed. According to the analysis of the traffic forecast, calculate acreage of the functional areas. Then use SLP layout planning methods, analyze the relationship between the functional groups and non-logistics logistics, mapped the location-related map, candidate layout plan obtained.(4) Determined the indicators for each program based on Delphi method, use entropy weight method, evaluate the weights of alternative layout scheme, then got the optimal layout scheme. And subsequently drawn work area planning and construction layout.
