In all kinds of freight transport mode, the overland freight mainly composed of rail freight and road freight carrying more than70%transport task of the Chinese freight traffic. But under the social background of energy saving and emission reduction, for the shortage of railway capacity, part of the transportation task should be borne by railway is transferred to the highway. Thus leading to a large number of additional carbon emission. Based on the above background, this article will make a comparison of these two typical overland freight modes from the perspective of total cost in transportation process including carbon cost, time cost and other cost to research the overland freight service radius. Then determine the mode of transportation according to the service radius and actual transport distance. Thus will help to get the purpose of protect environment as well as lower the cost through the reasonable choice of transportation mode under the existing railway capacity.Firstly, this article define the relate concepts of carbon emission cost, measured the total carbon emission in the process of freight, proposed a carbon tax accords with the actual situation of our country. Then make a calculation of carbon emission cost in overland freight process including transportation and handling. Secondly, analyze the total time cost in the process of freight including arrival time cost of goods and transmit time cost of goods and driver. Thirdly, calculate other cost like energy consumption cost, damage cost and road construction cost.Then by comparing the total cost of rail freight and road freight, overland freight service radius model is set up and solved. Finally, an empirical analysis by applying the model in enterprise transportation choice is used to prove the advantage in total cost and the contribution in emission reduction of this model.
