Basically every unexpected event will encounter a transportation problem of Emergency Relief. The key of rescue work is whether the Emergency Reliefs are able to be delivered to the demand point accurately and efficiently. In order to improve the distribution efficiency of emergency logistics system, we should not only to choose a reasonable distribution route but also study the Emergency Relief from the front.The work of this paper have done mainly include the following aspects.The paper firstly analyzes the current academic research achievements on Emergency Relief and emergency vehicle routing problem and then proposes content of the paper. This paper mainly studies the emergency vehicle routing problem based on emergency relief classification-batches distribution. And then the paper have introduced related-theory that will be referenced.And secondly the paper introduces the theory of emergency vehicle routing problem based on emergency relief classification-batches distribution model. The paper establishes a linear programming model based on two classification index, including the event-timeliness and procurement difficulties to classify the ten kinds of reliefs. The result of the classification is to divide ten categories of Emergency Relief into class I and class II. The class I relief is been distributed in the first time. The class II relief is been distributed in the second timeAnd then the paper have established two types emergency vehicle routing model corresponding to class I relief which is distributed in the first time and class II relief which is distributed in the second time. The first type model puts the total distribution time and the driver personal behavioral factors into consider. The second type model puts the total distribution time and cost into consider.Finally, the paper uses an example on the base of Ya’an Earthquake to verify the contents of chapters’ rationality. In the end of the paper we have made a section of the full text, pointed out the shortcomings of this study and further research aspects.
