With the development of market economy, construction enterprises arefacing fierce competition in the market. Enterprises want to ensure the profitspace, it is necessary to strengthen the cost control in the high qualityrequirements and changing construction environment, efforts to reduce costs. Thebudget is an important means of cost control, effective and accurate budget forthe project analysis, formulate effective cost plan, so as to ensure the smoothimplementation of enterprise target profit. However, the construction projectbudget of the involved departments and units more complex, project informationsource, information and collect difficulty is big, need to rely on the budgetmanagement system for collecting and processing of timely and accurateinformation on construction. The tunnel construction process is a dynamicprocess, factors, construction materials flow of personnel, have an impact on thebudget management, and tunnel construction often use special equipment, itsimpact on the budget than the general construction project to. This paper throughthe construction of the budget management system of business event driven,provide solutions to tunnel engineering budget management, improve theaccuracy and efficiency of budget.In this paper, by analyzing the general process characteristics and budgetmanagement of tunnel engineering project cost budget, business use of eventdriven thinking, puts forward business event driven tunnel project cost budgetmanagement framework based on, carries on the demand analysis to the tunnelengineering cost budget management system. REAL semantic model usingbusiness event driven, carries on the division to the tunnel project budgetbusiness, according to the different subject classification using Gauss-Seidelalgorithm cost budget preparation and review of results. Use structural equation model to analyze the factors influencing the budget implementation and then tosimulate the budget control using system dynamics method, find out the cause ofbudget deviation and evaluate the budget. On this basis, to build a business eventdata warehouse, in the.NET platform, carries on the design to the budgetmanagement system. Finally, as the Zhong Tianshan tunnel project as an example,makes an empirical study on the budget and control of budget managementsystem and the operation effect is analyzed.Budget preparation and control method of budget management framework isproposed in this paper, business event driven improved and the final system toprovide the reference for the study of the theory of budget management. Theapplication of budget management system of business event driven to the tunnelproject complex can make more accurate and reasonable cost plan, budgetallocation, reduce the construction cost, improve management efficiency. So as toenrich the practice application of budget management in tunnel engineeringconstruction field, to provide a new way for the budget management.
