On the trend of the high-speed railway development of globalization, China’s high-speed railway has been developing rapidly. High-speed railway for its fast, convenient, safe and comfortable is favored by the world. However, the organization of passenger transport network is very complex, with large numbers of visitors, take different speed grades trains running on different lines and hundreds of stations. As the case, high-quality train plan is particularly important.Passenger Trains program of Passenger Dedicated Line(PDL) is an important part of the passenger train operations, it is based on passenger OD, as far as possible to meet under the premise of passenger travel, combined with the ability to point-line, to determine the type, the level, running section, running numbers etc. The formulation of running section and the establishment of running number mainly depends on the plan of passenger flow. Among the many factors in program development,"running by the flow" is its primary and fundamental principles. This paper mainly studies the considering travel choice behavior of PDL, the allocation of passenger flow on the network running.Firstly, paper analyses the main factors affecting passenger traffic demand. Then from subjective factors, objective factors and random factors paper analyzes the influenced behavior of passengers riding factors. After combining passenger travel behavior characteristics the generalized cost of passenger travel has been studied and analyzed originating consumption of passenger travel time, run time, stops time and passenger transfer time.Secondly, under the problem description of PDL network assignment and the related flow boundary is assumed premise, built passenger allocation optimization model about passenger train. For making solution process simple, we build a foundation network, transfer network, running network one by one and calibrate parameters.Finally, by the assignment process on running network to simplify processing, and design the corresponding algorithm. For an example of Beijing-Shanghai high-speed rail, the use of PDL train plan optimization system, running on a network of passenger assignment got better train plan.Thus the model and algorithm are proved to be reliable and practical.
