As the concentrated expression of railway transport capacity resource, passenger train plan of high speed passenger railways connects the transport demands and transport capacity. It supports of making train running plan and train operation organization, and affect the transport organization of high speed railway. Since travel demands becoming more and more diversified and humanistic, it is of great practical significance to optimize the passenger train plan.According to the research findings of transport organization and passenger train plan, this paper studies the optimization of high speed railway passenger train plan systematically, based on the analysis of substantive characteristics. And then an optimization model and detail algorithms and example are given. It can supply theory evidence to passenger train plan.(1) Paper analyzes the influence factors of passenger train plan qualitatively including passenger flow, flow construction, passenger train marshaling and fixed number, station capacity and underbody number, in terms of satisfying travel demands and improving economic benefits, and bringing up several principles considered when making plans: improving traveling speed, convenient passengers, raising degree of traveling comfort and economy of use.(2) In order to solve the decision making problem of passenger traveling plan, by using graph theory, this research also includes constructing Passenger Transfer Network based on passenger train plan. And the definition of station node, train stop node, train departing node, getting on arc, riding arc, stopping arc, transfer arc, getting off arc was presented. And then analyses of the relationship between them.(3) Paper studies the Passenger Flow Assignment with elastic demands is coming next. A route choice model is set up on the basis of Origin-Destination. User equilibrium model was given by considering the price, time cost, and spirit loss and Frank-Wolfe algorithm is presented based on above research.(4) Through balancing the interest of the railway corporation and the demand of passengers, a bi-level programming model for optimization of passenger train plan with elastic demands was set up. This model takes maximizing economic benefits as higher project, and generalized cost as lower one. A genetic algorithm was designed according to its characteristic, and coding of chromosomes, cross operators, mutation strategy was designed in detail. The instance has been tested in some dedicated passenger traffic line with good results and calculation efficiency.
