ChangZhoubase pier was started building in the late1970s. Pier disrepair for many years,onshore facilities obsolete, the existing marina and facilities have been unable to meet thepractical needs of ship-docked and supplies of vessels of law enforcement. Throughmaintenance and reconstruction, the total shoreline pier will reach540m, which can be usedto dock more than5000t level law enforcement vessels andlaw enforcement berthing, supplycapacity has increased significantly. This article hopes to analyze and evaluate thereconstruction plan of ChangZhou Pier, which includes the shipping and safety of navigationcapacity analysis.Do the assessment on whether the ChangZhoubase pier is safe and feasible,and try to identify problems, to make reasonable suggestions as reference for futurecompletion of the operational phase of the project scientific management and reasonabledispatch law enforcement vessels.Taking into account complex factors of ChangZhou Pier safety evaluation, and thedifficulties to describe with mathematical precision, the use of AHP (Analytic HierarchyProcess) and fuzzy comprehensive analysis "pairwise Integration" on the pier navigationsafety evaluation.This article attempts to treat the dock with the ship seen as a whole, considering thesafety factors of water and land, to four aspects:"environment, docks, ships, management" asa guide through the research methods to determine ten indicators which are the "hydrologicaland meteorological conditions, port environmental conditions, marina waters layout, marinaand near the mutual influence of hydraulic facilities, the environmental impact of traffic nearthe pier, wharf berth scale and surface elevation, dock mooring facilities, piers supportingfacilities, communications and security facilities, marina management capacity ", andestablish evaluation system.A total of20people of law enforcement ship captain and firstmate are selected as evaluation specialists. By using AHP, index weights are calculatedthrough the way of expert weights score and has been tested the consistency,which export theevaluation index weights.After determining the evaluation index system, to ensure the expert can understanddeeply the index with more objective and accurate evaluation, through field research, datamatching, calculating-contrast methods to do preliminary analysis of the ten indicators. Theanalysis found that the "Qianshan" floating dock of Dengtai Shipyard could constitute a threatof causing a touch to law and enforcement vessels mooring at the western side of240m wharf, and there are loopholes and other issues of pier camera security system.Then, through the issuance questionnaire to20experts, constructed evaluation matrix,built fuzzy comprehensive evaluation model. Through blur matrix and vector indices fuzzyarithmetic and normalized to obtain results of fuzzy comprehensive evaluation, quantifiedevaluation of the project.Finally, based on the evaluation results combined with evaluation index analysis,concluded that the overall safety level of ChangZhou base pier is preferable, but the safety oftraffic enviroment where near the pier is poor. It is the key factor affecting the navigationcapabilities and safety evaluation. For other issues now in the place, reasonable suggestionsare proposed on pier security by strengthening the equipment sets, on dock safetymanagement and on the planning of in and out navigation.
