As people have suffered from the serious traffic problems which bring theconsequent issues such as environment pollution, economic loss, energy waste and soon, traffic managers and researchers from many countries not only plan to build bus,subway systems, but also prefer to utilize the intelligent transportation systems (ITS)measures to release and solve the problems above. Traffic information transmissionwhich is one of the most crucial research field of ITS, is the solid foundation andsupport for the operation of ITS. All the important application such as traffic stateperception, traffic guidance and traffic management and control rely on the trafficinformation transmission, so it should get the attention of researchers and managers.In recent years, many kinds of technologies such as sensor, wirelesscommunication, cloud computing and artificial intelligence have developed veryrapidly, thus Internet of Things (IOT) technology was given birth. In the past two orthree years, Internet of Vehicles (IOV) technology also appears in the background ofITS development. What can be predicted is IOV would provide the new way ofthinking and breach for the technology of modern road networks and ITS.In the environment of IOV, the vehicles are not only the user of traffic serviceany more, they are simultaneously the producer and broadcaster of traffic service.Every vehicle is a small information center which can take the work of collection,transferring, receiving and management of information. The traffic information arenot only transferring though the simple way of "detection device–informationcenter-user", but also the direct way of "user-user". Because the vehicles can use theon-board device and dictated and short range communication (DSRC) technology toachieve the traffic state information from other vehicles without relying on the biginformation center. This kind of strategy uses the more direct approach to produce andhandle the information, which can deeply raises the operation efficiency of trafficsystem.Based on the characteristic of IOV environment, this paper analyzed and studiedthe topology and routing protocol of Ad Hoc network and designed the structure ofIOV. Furthermore, the paper proposed the new traffic state perception method in IOVenvironment including traffic Information transmission environment maintaining andtransmission algorithm and method, which differs from the traditional ones. The paperalso evaluated the algorithm and method.
