With the development of economy, people’s living standard has improved, and urban traffic congestion is also growing. The speed of increasing of number of cars is much faster than the road infrastructure construction, exacerbated the contradiction between traffic supply and traffic demand, at the same time, inadequate transport management level resulted in the use of traffic network is not enough, the phenomenon that some sections of road network is very crowded, but some sections are free often happened. Urban traffic congestion evacuation is the solution to traffic congestion occurs, through analyzing the traffic data, and take reasonable measure of evacuation,the congestion sections of the traffic flow in the fastest time to evacuate, recovery normal operation state of traffic.Shunt plays an important role in traffic congestion, the traditional traffic congestion evacuation use the pre-split method which lack of the planning for the system, can only solve the congestion problem of those sections, it may lead to other sections of the traffic jam again. Nodes are the important part in the traffic network, traffic flow through the nodes, shunt is embodied in the node.This paper from the nodes in the urban network of the Intersection diversion ratio, by changing the ratio to achieve the congested traffic flow.The ratio as control variables, constructing diversion strategy model for traffic congestion, each intersection diversion ratio of congestion control in the role of road, then when traffic congestion occurs,it can help to find the key nodes in the network for traffic management. Intersection diversion ratio combine with the OD demand that can provide the optional path with the route demand,help the traveller to choose the reasonable path.The paper designs the model which based on Matlab to the corresponding algorithm, and using traffic simulation software Paramics to verify the intersection diversion strategy.Finally, a transportation network in Tianhe district of Guangzhou City is taken as an example, through system simulation, construct the network,the experiment proves the intersection diversion strategy can evacuate the congestion traffic.
