In2013, the environmental problem of haze has raised widely concern in China, which was mainly cause by the burning of fossil fuels. However, the thermal power is the main accounts for a large proportion in China. Thus, decrease the depletion of energy is the main method to control haze, which demands the HVAC system to reduce its energy consumption.This paper set the fourth school building in Donghua University as the subject investigated. According to the information obtained through research, which includes the information of building energy consumption, the building envelop, the HVAC running strategy, and the building external thermal conductivity obtained from experiment test, we draw the building model and set the referred parameters. The credibility and availability of the building model was determined by model simulation and data validation. The different factors effect on consumption of building energy was simulated based on the building model. Then analyze and sequence the total building energy consumption impact of every single factor. Based on this sequence, this paper proposed energy saving programs from the points of building envelop structure, building rebuild, building renovation, air conditioning units renovation, air conditioning units rebuild, and the system running strategy, and use quantitative method to compare the energy consumption with the existing building. Additionally, this paper analyzes different heat sources through economic analysis. All the conclusions were summarized from practical points, which could be the guidance of energy-saving reform project and be an object lesson for building designers in the future.
