The acceleration of urbanization and motorization has intensified the conflict between traffic demand and the urban space. Since the conception of microcirculation was proposed by the Beijing Government Work Report in2005, shunting the traffic pressure of trunk roads and alleviating the congestion in the city has become the only target for the optimization of the microcirculation system in recent years. However, the urban traffic microcirculation system, which includes the roads (mainly refer to the branches, the lower level branches and some secondary main roads) and the space in the region surrounded by the road network, as well as the organic system containing the daily activities of economy, culture, traffic and so on bore by the space, has the function of alleviating urban traffic congestion and improving the efficiency of city traffic, and provides the activity space for the citizens living in it, therefore becomes the mutual carrier of the traffic demand and people life demand.In this paper, the urban traffic microcirculation system based on theoretical research of scholars was defined and the concept that traffic microcirculation system is an organic whole which consists of traffic network and human activities in terms of economy and culture and so on was pointed out. The compositions and characteristics of microcirculation system according to the new definition was introduced and the necessity of conducting the research was stated in the first place.Secondly, the function of microcirculation system arid the demand of optimization was analyzed, the collaborative optimization method of multi-target based on Multi-objective utility theory model, Decision behavior theory model and Multi-objective decision theory was discussed according to the function and characteristics of microcirculation system. Then, the decision impedance function, which solved the problems of single optimization target as well as sacrificing the internal environment to obtain the road resources, was proposed.At last, the integrated optimization strategy including road network transformation, traffic organization, static traffic management, slow-vehicle system and living environment optimization was put forward based on the collaborative optimization method of multi-function and multi-target. The model of the microcirculation basic road network transformation based on multi-target theory was built and validated by numerical examples, which proved the validity and reliability of this research method, had practical reference value.
