| According to the twelfth five-year plan of Tianjin and Traffic Construction Bureau of Tianjin Binhai new area, the ferries and cruise ships in the downstream of Tianjin Haihe river will be modeled after the urban management pattern to develop in the direction of large scale and high-end. Some existing small cruise ship and ferry companies will share the service market of downstream of Haihe river and the course will also be more diversified. Because of the safety regulation form of cruise ships and ferries becoming increasingly complex, it also brings new problems for maritime supervision.Through the analysis of the regulatory status and the requirement of intelligent supervision platform of the cruise ships and ferries in the Haihe downstream of Tianjin in this article and learns successful experience from other maritime bureau in maritime safety regulation, this article is proposed time sharing platform for the intelligent regulation design step-by-step based on SOA system.The principle of time share step-by-step design regulation for the intelligent supervision platform can complete intelligent supervision platform by the way of phase points more multiple projects implementation.
