As the center of the Yellow River delta, the status of DongYing port gradually appear, the Ship to port becoming large scaled、specialized and diversified makes the existing anchorage and fairway are not adapted to the development of the port. According to the overall development of port planning and the need of maritime navigation safety supervision, the author puts forward the DongYing fairway and anchorage planning to enhance the safety of ship navigation in the port waters.On the basis of the accumulation of the daily work, the author obtains the basic data of Dongying Port Import ship traffic and accidents, through the investigation into the actual observation of Dongying port vessel traffic conditions and port shipping records of inspection and statistics in recent years, and survey data for statistical processing and analysis in this paper.For rules and special problems of DongYing Port traffic flow, referring to the achievements of fairway and anchorage of both at home and abroad, according to the requirements of the channel width, bottom elevation and other parameters in 《Design Code of General Layout for Sea Ports》, Channel layout scheme is determined.According to the principle of anchorage to plan the anchorage, and using the M/M/S queuing theory model to determine the berth numbers. In view of the proposed scheme, the author evaluates the risks in use of the fuzzy mathematics comprehensive evaluation method, analysis the risks of plan implementation, puts forward the security measures.This proactive scheme is putted forward according to the overall construction of DongYing port planning, suitable for port construction in the future; This scheme is advantageous to the shipping order management; This scheme to evade the risk of the anchorage and section with submarine pipelines, laying a foundation for offshore oil field development and construction.
