Located northwest of Bohai Sea,Jinzhou Port has 400 kilometers costal line and abundant port resources,which becomes a vital and efficient import and export in the Liaoning Province Coastal Economic Circle.In recent years,the quantity of berths is increasing,the throughput is rising and the number of the ship is going up as well especially for the number of the large-scale ship and specialized ship.Even though Jinzhou Port is undergoing expansion it can not meet the demand of all of the above.In that case it is necessary and essential to make a research study of the berth demand and supply the scheme of the berth construction.Firstly,this paper introduces Jinzhou Port,including its outline,its channel,its nature condition,traffic flow and goods transportation so on.The paper emphasizes field investigation of the anchorage resources and anchorage demand.Then it points out several problems,including unreasonable anchorage position,insufficient anchorage area,imperfect function division and weakness of the anchorage safety.Secondly,according to the requirement of the General Programming Code for Seaports JTS-2013,this paper applies the theoretical knowledge,which covers anchorage concept,anchorage classification,ship handling surface,mooring mode,safe distance and capacity of anchorage into calculate the main berth parameters,containing practical radius,depth and area of anchorage.Meanwhile it introduces the calculation method of anchor number based on queuing theory,and compiles a program for calculating anchor number.It uses the models(Throughput Data and Queuing Theory)to calculate the demand of the oil tankers,chemicals and ordinary ships respectively.Finally,it put forward the anchorage planning scheme of short-term and medium long term through analyzing the factors of berth scheme and combining with the principles of anchorage planning.And propose measures on anchorage management.
