| The layout of port anchorage is one of the most important issues of port construction. It has direct impact on the layout of port construction, the economic efficiency of the harbour and vessels' safety. With the constant development of our national economy and shipping industry, the scales of the port construction in the coastal areas are expending and the transportation in the coastal water areas are becoming more and more crowded and the vessels in the voyage are orienting towards super size and specialization. The rational layout and scientific employment of the port water area become an important issue in the consideration and solution of the port anchorage plan and design.This project exposes the author's main principles of the construction of the port and anchorage on the basis of the research done by domestic & foreign marine professions' research on this topic. According to the principles listed above, the research makes analysis on the pulling out of the anchorage or into it, the procedure of anchoring and the conditions of the ship and concludes the important factors which have great effect on the plan of anchorage. This project will classify and analyze these important factors by adopting the systems engineering in order to judge the rationality of the plan and design of the anchorage sites, which depends on the safety of the ship in the anchorage. Meanwhile, we have to take the profit and the convenience into consideration.In accordance with the factors listed above, the author devises a set of rational distribution of the port anchorage plans and implements the step-by-step mathematical models of fuzzy comprehensive evaluation which stands a safety measurement of the established port anchorage plan in order to realize the optimal plan of the distribution and design of the port anchorage.This project verifies the rationality of the safety assessment system of the anchorage built by the author's participating in the Caofeidian port anchorage.
